2004's first issue of Breakthroughs has just been posted
to the RBC Web site at
archives.huduser.gov/rbc/archives/newsletter/vol3Iss1.html. In
this issue, we look at accessory dwelling units, the Low
Income Housing Tax Credit, and state land use review
strategies that encourage the production of affordable
housing.

Topics for this issue include...

o How different communities are using accessory dwelling
units [ADUs] to increase the supply of affordable
housing;

o How Oregon's state land use review program reduces the
need for litigation; and

o How different states encourage - or discourage - use of
the Low Income Housing Tax Credit.

In case you missed our last issue, you might be
interested in learning about an environmental group in
San Francisco that works with developers to create good
infill housing, or how Hawaii's program to provide tax
exempt savings accounts for first-time homebuyers has not
been as successful as hoped. If you want to check out the
last issue, you'll find it archived at
https://archives.huduser.gov/rbc/archives/newsletter/vol2iss6.html.
