>>I am working with the American Housing Surveys for 1995,
1997, 1999, 2001, & 2003. I selected the 5 largest

the number of cases for 1995, 1999, & 2003 were double the
number of cases for 1997 & 2001.

I am trying to findout a reasonable explanation for this. One
possible explanation is that the metro samples were smaller,
thus fewer cases/households were sampled in 1997 and 2001.<<


Your "possible explanation" has it right. The special metro sample of the big 5 areas is done every OTHER national survey. Thus, it was used in 1995, 1999, and 2003, but not 1997 and 2001.
