This historical publication presents the methodology and results of a formula study to change the formula for allocating funds for the CDBG program. The primary findings of the report are that the hold harmless distribution shows a weak relationship with community development needs, the existing formula is responsive to poverty but not to the non-poverty dimensions, and that Congress should consider pre-1939 housing as a formula factor.
