This historic publication contains case studies which include detailed information on distressed conditions, revitalizing models, and the process that PHAs undertook to revitalize communities. The case study sites were chosen as examples of how the range of elements have an impact on public housing development. These include but are not limited to factors such as laws, regulations, policies, neighborhood pressures, economic conditions, demographics, and management capacity. The authors did not expect these case studies to be a one size fits all model for different communities but to be examples for the steps that PHAs and resident organizations took in development and the innovations which were applicable for their situations.
