This report outlines the Department’s first few years of implementing and overseeing the DCTA Program. The DCTA Program assists communities experiencing economic hardship by building the capacity of their units of general local government (UGLGs) and non-profit partners. The Program first received funding in fiscal year 2018 and continues to receive funding delineated from HUD’s Community Compass and Capacity Building Technical Assistance (CCTA) Program.
