This historical publication analyzes the prevailing distribution of governmental powers over land use planning and control in metropolitan areas including zoning, subdivision control, planning, and interrelations among land use controls and land use planning. The authors then summarize some possible issues when attempting to change traditional patterns of planning and control and some of the inefficiencies resulting from local land use controls. They finish with some of the existing institutions and arrangements for combatting metropolitan fragmentation and propose options for dealing with localism in land use planning and controls.
