The guidelines were written to be adopted by states and localities on a voluntary basis and used in conjunction with existing building codes. This volume, the eleventh in the series and the third of the volumes published after the initial 1980 run, is a technical manual describing the process of evaluating the rehabilitation potential of an existing one- to four-family residential building.
