This historic draft report examines two building code change proposals, termed B223-91 and R26-94 respectively. B223-91 was a proposed modification of the seismic provisions contained in Article 11 of the 1990 National Building Code (NBC). R26-94 was a proposed change to the Council of American Building Officials One and Two Family Dwelling Code and involves expanding Section R-303—Footings to provide for an alternative means of protecting foundations against frost heave.
