
This report responds to the requirement in the Lead-Based Paint Poisoning Prevention Act (LPPPA), as amended, that the Secretary of Housing and Urban Development "prepare and transmit to the Congress a comprehensive and workable plan, including any recommendations for changes in legislation, for the prompt and cost-effective inspection and abatement of privatelyowned single family and multifamily housing, including housing assisted under section 8 of the United States Housing Act of 1937."
This report also provides "an estimate of the amount, characteristics, and regional distribution of housing in the United States that contains lead-based paint hazards at differing levels of contamination," as required by the same legislation. Other Congressional requirements are addressed in this report, as explained later in this chapter.
