This page highlights HUD funding opportunities currently available to Minority-Serving Institutions.


Advancing HUD’s Learning Agenda through Cooperative Agreements with Historically Black Colleges and Universities, Hispanic Serving Institutions, Tribal Colleges and Universities, and Alaska Native/ Native Hawaiian-Serving Institutions. Through this funding opportunity, PD&R seeks to fund quality research that contributes to knowledge on housing and community development and to support minority-serving institutions to conduct housing and community development research important to their local communities and the students they serve. Applicants are invited to submit research proposals that address the specific research questions listed in the Notice of Funding Opportunity (NOFO). Research Partnerships: In 2023, PD&R released a notice titled FY2023 and FY2024 Authority to Accept Unsolicited Proposals for Research Partnerships. The notice announced that PD&R has the authority to accept unsolicited research proposals that address current research priorities. In accordance with statutory requirements, the research proposals must be submitted by eligible applicants and provide cost sharing of at least 50 percent of total project cost from philanthropic entities or Federal, state, or local government agencies. PD&R is interested in increasing the participation of minority-serving institutions (MSIs) of higher education in all program areas. Therefore, HUD seeks proposals from MSIs as well as from eligible entities that are not themselves MSIs but have developed a partnership with one or more MSIs. This funding opportunity closes on June 30, 2025.
