This publication is an analysis of a HUD rule related to the Real Estate Settlement Procedures Act (RESPA) which was intended to improve the process of obtaining home mortgages and to reduce settlement costs for consumers. The report summarizes the current state of affairs, the need for the rule, and economic costs and benefits to consumers and industry. The authors offer alternatives to the status quo but conclude by rejecting them for continued opacity for consumers or burdens on industry.
